Upstate Power filed an Article VII application with the NYS Public Service Commission on January 13, 2009. The Commission completed a preliminary review of this submittal and, in a letter dated 2/13/09, identified deficiencies to be remedied in order for the Article VII Application to be deemed complete. On April 21, 2009 Upstate Power submitted its First Supplement to its 1/13/09 Article VII Application in response to the 2/13/09 letter. A second supplement was filed in August 2009.
